Harlow was born in Oshawa, Ontario. She was born to her mother Sandi who worked with mentally challenged adults Herbert and father David Harlow who had several jobs as a real estate agent, financial investor, and social worker. She was brought up together with her younger siblings Chris and Nathan. Her name Shalom is a Hebrew name meaning “Peace” or “Hello”.
